Open Position: Vice President of Legal & Compliance

We’re looking for an experienced Vice President of Legal and Compliance to work closely with our Chief Legal Officer to manage regulatory strategy for utility billing services. As a key member of our team, you’ll build and scale our compliance department while navigating utility billing regulations, billing methodology, lease agreements, tenant rights and data privacy across US markets and cities.

The Day-to-Day

Strategic Compliance Leadership

  • Execute our compliance strategy that aligns with our business goals and growth plans.

  • Accountable for delivering excellence in our compliance framework—policies, procedures and controls that make sense.

  • Serve as the primary contact for day-to-day interactions with regulatory bodies, industry associations and legal counsel.

  • Advise our executive team on regulatory risks and what compliance means for our major decisions.

Regulatory Management

  • Navigate federal, state and local regulations governing utility billing, including PUC regulations, tenant protection laws and consumer protection statutes.

  • Ensure compliance with submetering regulations, including accuracy standards, testing requirements and tenant notification rules.

  • Manage rate tariff compliance to ensure billing rates align with utility company tariffs and regulatory approvals.

  • Oversee meter accuracy and testing standards in compliance with state calibration and accuracy requirements.

  • Ensure compliance with utility commission requirements in all markets where we operate.

  • Stay on top of regulatory changes and assess their impact on our operations.

  • Handle regulatory filings, licensing and permit requirements across multiple states.

Contract & Legal Management

  • Oversee utility service agreements, resident lease agreements and master service agreements with property management companies.

  • Manage submetering equipment lease agreements and vendor contracts.

  • Handle the legal aspects of customer billing, vendor disputes and collections processes.

  • Oversee corporate legal matters, including entity management across multiple states.

  • Ensure contract compliance with regulatory requirements and industry standards.

Operational Compliance

  • Set up billing accuracy standards and audit billing methodology procedures to ensure proper utility allocations.

  • Implement billing disclosure requirements and fee transparency compliance across all jurisdictions.

  • Build data privacy and security compliance programs (including state privacy laws and FCRA requirements).

  • Create tenant communication and dispute resolution procedures that comply with local tenant rights laws.

  • Set up compliance monitoring and reporting systems that work.

  • Design risk assessment frameworks and compliance testing that make sense for our business.

  • Manage multi-state business licensing and regulatory registrations.

Team Building & Cross-Functional Collaboration

  • Build and lead our compliance team as we grow.

  • Partner with Legal, Finance, Operations, Product and Engineering teams.

  • Provide compliance training and guidance across all departments.

  • Set up vendor compliance requirements and manage third-party risks.

Crisis Management & Issue Resolution

  • Lead our response to regulatory inquiries, examinations and enforcement actions.

  • Design and implement corrective action plans for compliance issues.

  • Manage customer and regulatory complaint processes.

  • Conduct internal compliance investigations.

What You Bring to the Table

Experience

  • 8+ years of compliance experience, with a JD preferred or equivalent legal experience in regulatory compliance.

  • Direct experience in utility regulation, multifamily housing compliance or similar regulated industries.

  • Proven track record of building compliance programs at startups or fast-growing companies.

  • Experience with multi-state regulatory compliance.

Technical Know-How

  • Deep understanding of utility billing regulations and Public Utility Commission (PUC) requirements.

  • Knowledge of submetering regulations and utility tariff structures.

  • Understanding of tenant protection laws, fair housing regulations and consumer protection statutes.

  • Familiarity with Fair Credit Reporting Act (FCRA) compliance for tenant screening/billing.

  • Knowledge of data privacy regulations and cybersecurity compliance.

  • Understanding of financial services compliance and payment processing regulations.

  • Experience with multi-state business licensing and regulatory registrations.

  • Knowledge of landlord-tenant law variations across jurisdictions.

Leadership & Communication

  • Strong executive presence - you can hold your own with C-suite folks.

  • Excellent written and verbal communication skills for regulatory correspondence and internal guidance.

  • Ability to translate complex regulatory requirements into actionable steps.

  • Experience managing cross-functional teams and building a compliance culture.

  • Previous experience with PropTech, FinTech or utility technology companies.

  • Experience with SaaS compliance frameworks and data governance.

  • Experience building a compliance function from the ground up.

  • Professional certifications (e.g., Certified Regulatory Compliance Manager).

  • Experience with utility billing software platforms and their compliance features.

  • Background in real estate law or property management compliance.

  • Experience with regulatory technology (RegTech) solutions.
